Better than most people think on the machine side, worse than most people think on the strategy side. Google's AI reads over 70,000 behavioural signals to decide who sees your ad. That is not a fight you can win, and you should stop trying.
What it cannot do is business context. I worked with a lead-gen agency whose broad match campaigns looked incredible: thousands of leads, insanely low CPA. Then we checked the CRM. Under 5% of those leads closed. The AI was trained on form submissions, so it went and found the cheapest form-fillers on the internet. It optimises for the goal you set, whether that is the right goal or not.
